Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of contrasting events captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are released from different nations. Immense energy is allocated on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a capability enabled by timely intelligence. From observation points, defense planes that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a need that European nations are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new approach from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, endure.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
